Land development conditions are a detailed description of the requirements that must be met in order to build a house on a given plot of land.

Land development conditions, also known as the decision on land development and management conditions (WZZT), are issued by local authorities: the village mayor, town mayor, or city president. They serve as a key legal tool aimed at ensuring proper spatial order within the municipality.

The procedure for issuing these conditions is regulated by the Spatial Planning and Development Act of March 27, 2003.

A surveyor prepares a site and elevation map. Then, the house design must be adapted to the Local Spatial Development Plan (MPZP) or the Land Development Conditions (WZ). The surveyor will place the design outline on the site and elevation map.

The next step is to submit the building permit application to the appropriate administrative authority. If all requirements are met, the authority issues the decision.
